I don't know if the xdoclet and xjavadoc build systems are currently
integrated, however I think the best solution is if they are, and both can
be built from one target.  Then it will be equally convenient to build
everything as build just xdoclet.  I fear that including generated files
from one half in the other is something we will regret sooner rather than
later.

Considering the usual environments for using xdoclet (an app server) I
don't think the size of the xjavadoc source download is a major issue.
