Check the plugins out of cvs ( http://docs.codehaus.org/display/XDOCLET/XDocletPlugins ) and have a look at sample-web to see usage, and any plugin you know what the output should (plugin-web i'm guessing) to see how it's written.

Write the plugin then.
It's the most popular reason why people *use* xdoclet. It's not necessarily the only reason.
I guess xdoclet will eventually find a niche with other plugins, because they're to write.
But then again, jsr-175 and annotations will maybe find their niche before that.
