I'm not so sure about the "significant", if you check the CVS logs
there's only been a few people committed anything in the last year or
so, and nothing for a few months now.

The fact that there wasn't an easy migration route (e.g. a compatibility
wrapper XJavadoc metadata provider and .xdt templating support) for the
existing modules didn't help v2's cause; we've still got a number that
only exist in the old version, so many people can't move to the new
one.  And I don't have time (or inclination) to learn any more scripting
languages that I'm not going to use anywhere else.  Heck, work's keeping
me so busy I don't even have time to hack around on PseudoQ[1] as much
as I'd like...

Besides, technology moves on.  With the new J2EE stuff (and other
frameworks) using annotations for a lot of the things XDoclet used to
help with, I suspect it's only a matter or time before there's little
need for it any more.
