Given that all implementors would provide compatibility with the
standard, and relevant changes to the ontology would be evaluated
before applying, "exchanging repositories" would really stick on
specification, and will grant this?

Perhaps reference repository would be a little more isolated from all
others, and occasionally enriched (with traslations or similar) only
for those enhancements which are for the standardized parts.
