The problem is simply that xdvipdfmx cannot handle these modern PDF versions.
It needs to be updated… The best cure is to use an PDF aware application that
can save the PDF file in an older version, PDF 1.5 (AFAIR). Another cure would
be to ask the PDF producer to reproduce the file in an elder version. A bit
more complicated would be to convert it to PostScript and convert that to PDF.
