Indeed, the actual question is:

Why doesn't XeLaTeX find hyphenation points in front of an ß while
(pdf-)LaTeX, LuaLaTeX and XeTeX find them correctly, and how can I
achieve that XeLaTeX finds them, too?

I am suspicious that there is a flaw in xltxtra because XeLaTeX shows
the same results with babel and polyglossia. Only xltxtra is common in
the diverse tests.
