Right - you switched to 16 bpp color depth first :) 163 MHz is the
default i810 value for this depth.

I must admit I don't immediately see anything wrong with it.  My only
suspect is the 1280x960 mode - it's not a VESA mode, and it may well be
that the Xserver now chooses slightly different timings then your
previous system did, and the monitor "doesn't like" these particular
ones.

So I suggest trying one of the following:

 1) use 1280x1024 mode: it's quite standard, and most likely the monitor
    has been factory tested for it
 2) copy over the timings from your former system
 3) (wild) search for a source of electromagnetic interference and move
    away from it (can be your UPS or speakers, etc.  E.g. the floppy
    drive in my box, standing half a meter away from the monitor,
    clearly interferes with it when used).
