This ISP is a young cable company in Belgium and because of their 300k clients they are applying a huge (some say 6Tb !!) proxy. We (the clients) are obliged to send outbound SMTP traffic trough their SMTP gateway. All is done so that int'l connections are kept as minimal as possible because of costs.
