Well I *think* I might have fixed it...at least in part. I rejiggered the client app to do all the POP3 fetches at once, then loop through and delete the selected messages, instead of doing a fetch/delete/fetch/delete sequence.
So far that seems to have done the trick...though it doesn't explain it happing on Outlook yet, at least the bulk of my client base is fixed!
