I haven't found a reason yet that I consider valid.  Some have proposed that 
inexpensive/free XML tools based on XSLT and Schemas will prove cost effective

would be a reasonable area for your investigation.

I don't see any reason either.  As you point out, there is a real problem with 
differing partnerships (requiring differing versions of maps).  I have been hammering 
on this point for 2 months. XML doesn't solve this any more than X12 does.

Depends on your skill level and infrastructure to support these.  It is the cost of 
your building and maintaining these services vs. the cost of the VAN that you need to 
weigh for yourself to get an accurate ROI.  Also consider any speed differences if 
that is an issue. Also weight quality of service between what you can provide and the 
VAN.  It is not a clear cut issue, and each company needs to do their own evaluation 
here.
