This is not a bug. The configuration we sent you has been tested. It
works exactly as specified. But apparently we didn't understand what you
want.

Then restart XMLmind XML Editor.

Once this is done, you'll be able to insert xi:include elements by hand
almost[*] everywhere in a document.

In order to *transclude* an xi:include element inserted by hand, you'll
have [a] select it [b] use "Edit|Reference|Retransclude Reference". More

In order to revert back to an editable xi:include element, you'll have
[a] click anywhere inside the transcluded area, [b] use
"Edit|Reference|Untransclude Reference".
