Unfortunately, it looks like rdquor was never meant to be an alias for ldquo. While the entity declarations bundled with DocBook 4.2, in particular iso-num.ent and iso-pub.ent, use ldquo and rdquor to refer to the Unicode character U+201C, the latest versions of the ISONUM and ISOPUB entities use rdquor to refer to U+201D (which is also what rdquo refers to, BTW).
