Hello !
Even if I cannot read German, if I remember correctly the FO processor
plugins (all of them) cannot be installed on the Personal Edition of
XXE, only on XXE Pro.
As for the language, if the OS is properly set in that language XXE
should pick it up automatically. At least that's how it works here...
