As a solution, you could note in the man page which options may not be 
available, or you could have the xmlsec1 tool recognize the option but

Actually xmlsec1 man page is generated from xmlsec command line tool. If 
you just rebuild docs
(including man page) after recompiling xmlsec with some options disabled 
then you should not
see "wrong" options displayed.
