That's just a bug in the RedHat app-defaults file.  Note that the stock 
XFree86 app-defaults file for XTerm doesn't modify the translations at 
all, making this added entry a bit harder to get right.  The fix is 
correct and matches the app-defaults entry I use in my own XTerm 
app-defaults file.

The fix is not only "safe", but "correct".  I've been running with a 
similar resource for some time (about 12 years).  I suspect I would have 
noticed any problems by now...
