This is "in progress", take a look in the archives at

In the meanwhile, if you don't mind a little programming, the TV
enable/disable function can be accessed via int 10 from DOS (and
Linux). The easiest way is to start linux via loadlin and turn TV off in
the autoexec.bat. Or you may try doing the same thing in Linux.

The third option is to use hw_script to force radeon registers to the
right values - your mileage may vary with this.
