Xconfigurator, despite some of its shortcomings, is the official 
configuration tool for XFree86 in Red Hat Linux.  It is not part 
of XFree86, however it is open source, and anyone is free to use 
it however they please.

It is dual licensed under the GPLv2 license and the XFree86
license.  Feel free to use it or its code under either license 
for whatever purposes you wish.
