I asked Paula Womack about this. She said that people liked
OpenGL better and PHIGS didn't match most people's hardware as
well as OpenGL (at least not at the time). Also that there were
things in PHIGS that shouldn't have been in a low-level graphics
API. I don't have specific examples, but it wasn't simply a state
machine like OpenGL.
I'm sure there are plenty of PHIGS vs. OpenGL arguments on
the web. Goggle will likely be able to find them.
