I think it's right that base-0 shouldn't be merged (I just did a
tla-revision-sync-tree on it to ignore it).

I wonder if there would be another way of reversing an accidental
tag.. I can see how what happened would be an easy mistake to make.
Creating another version is easy enough for us, anyway.
