Yeah, the dired map is rather full already.
We can add it to the xtla menu and we can advertise the function in the
commentary section of xtla.el

Not sure about this. I would not expect this functionality there.

I think you are right and wrong here ;-)
My first idea for xtla.el was also the tla-inventory mode.
Now we have the nice bookmark features from Matthieu. I really enjoy
them now. It seems to me, they are more arch like.

On the other side, you can use arch as replacement for cvs. And then
the tla-inventory functionlity seems very important.

I have no strong opinion here.

I think, everyone should add the features he needs in xtla.el as we do
it now.
