To achieve what you'd like to do I would recommend a program called Open
Broadcaster Software (OBS).
Another way would be to record the extra audio in Audacity and add it to the
video using Kdenlive.

Using 16.04.
Is there any video editing software that can do this:
I watch the video, and as I watch it I talk into a microphone and it
will add the sound WHILE I'm watching the video.
Is there one application that can do all of this? I know I can add a
sound track to a video from a file. But I''m saying that I narrate it
while I'm viewing it and the sound track is added.
Or, what's the best way?
Thank You.

As for best way is a point of perspective. Timing would seem the issue with the
film... you make a sound bite "while watching" then insert the bites during
editing.
