Than simply recommend image manipulating software that does what the OP needs. I suspect that the image manipulating software unlikely provides the features the OP is asking for, so do you recommend to use two programs? A viewer might be able to automatically reload an image manipulating program, but it takes time and does provide tons of unwanted features. I guess a few features are much wanted and common features for image viewers. Some image viewers even don't provide an orientation feature, quasi auto-rotation. It depends to a users needs what a viewer should do and what not. The OP didn't ask for a viewer that provides layers, masking and things like this, just a feature to crop an image. That's a valid wish, even if other users shouldn't need this.
