I do use my mobile phone as a hotspot but "Software" detects my account
as being metered.
I don't know of way around this UNLESS you find a setting that allows
updates via a cellular connection. I Googled for "android allow update
cellular" and found a hit for Samsung phones.
I have searched Internet many times looking for a way that I can do
updates via a metered account; no joy so far.
