Probably, you have to wait for 24.04.2 for an upgrade from 22.04.

https://wiki.xubuntu.org/releases/24.04/upgrading suggests that this should be possible.  If I change the settings in "Software and Updates" to allow all releases it says I can upgrade to 23.10.  But if I ask only for LTS releases, it says there is nothing available.

So - can 22.04 be upgraded to 24.04, or can't it?
