Few more comments:
1. StateStore exception is thrown back as it is. Its better to we can wrap and
send back error to client with more informations such as appId etc.
2. As per a

from Jason earlier in MAPREDUCE-5870, we need not have to throw exception for
apps which are completing. A similar approach is done for app priority in
YARN-4141. I think we might need to consider same for app timeouts too.
