If there is such a parameter at the executor, I agree we don't need a second 
parameter. 
My understanding was that there will be just a parameter that will determine 
the executor to be used, and, if that executor supports pausing, the container 
will always be paused (we will not be able to choose to do killing). If that 
understanding is correct, I suggest to have a configuation. 
In other words, I think we should have an explicit configuation for enabling 
pausing. If it is at the executor, we don't need a second one at the scheduler.
