Currently we are giving the Headroom based on the partitions requested by the
application. Similarly total nodes in the cluster also needs to be given based
on the the partitions being queried. This will ensure that the behavior is in
sync with other features for the partition label.
IIUC [~varun_saxena] is trying to mention this to avoid blacklisting all the
partition nodes for the app if we consider the total cluster nodes, and
generally partition nodes are subset of it.
