[~sunilg] I do see your point here. But as Naga mentioned our intention was to
make behavior similar to that of headroom. Even in the case of headroom, we
consider AM partition.
I am slightly worried about backward compatibility though. I doubt any AM would
be expecting all the nodes even in a partitioned cluster though.
Thoughts?
Enhancing the API i.e. sending node count per label or say even headroom per
label can be done as an improvement in another JIRA if there is a use case?
