Yes you are right, its similar to calculating the headroom (YARN-3215) when
partitions are specified , but we avoided to modify the API based on [~wangda]

. So offline me and [~varun_saxena] thought it would be better to have similar
logic for total cluster size too.
Also mostly use case what we have currently is that whole job is run with a
single partition.
