Had offline discussion with [~Naganarasimha].
Realized that default reservation agent property is not being pulled from queue
configuration (for both cs and fs) in recent patches like earlier and modified
the code so that it can pull from correct configs. After this, whole changes
become much simpler and attaching the same for review.
