[~wangda] regarding the CS change, it does not change the behavior
substantially (that queue is created and hidden to users anyway by
PlanFollower). Ok to do in separate JIRA, I will create that soon.
Regarding tests for SLS and ordering of patch commit, let's do best-effort, if
your tests are ready quickly we can commit those first, otherwise we can push
this one (I have more work will depend on it), and if your tests unearth issues
I will help you to get it to work. Already the parametrized test I introduced
should help a lot in that direction (easy to add more use cases, by simply
adding different input files). Works?
