Few comments:
1) INTRAQUEUE_PREEMPTION_ORDER => _POLICY (Since it is not only ordering, but
affect can/cannot do preemption). Some internal fields / naming need to be
updated as well.
2) Javadocs issues in calculateIdealAssignedResourcePerApp
Beyond the two, +1 to latest patch.
