Eric Payne commented on YARN-2113:
----------------------------------

{quote}
bq. 2) User limit first:
bq. - App1 can preempt app2 if: ◾app1.user != app2.user

Even in USERLIMIT_FIRST mode, shouldn't App1 preempt from App2 if App1.priority
> App2.priority AND App1.user == App2.user?
{quote}
In an offline conversation with [~jlowe], we concluded that no, App1 would not
preempt from App2 in this case.

bq. In patch 11/12, we tried to identify container which could bring user's
usage under UL.
Given that when USERLIMIT_FIRST is set a user won't preempt from itself, I
believe that patch 12 fits most closely with my vision of intra-queue
preemption.

> Preemption today only works across queues and moves around resources across
> queues per demand and usage. We should also have user-level preemption within
> a queue, to balance capacity across users in a predictable manner.
