In an offline conversation with [~jlowe], we concluded that no, App1 would not
preempt from App2 in this case.
bq. In patch 11/12, we tried to identify container which could bring user's
usage under UL.
Given that when USERLIMIT_FIRST is set a user won't preempt from itself, I
believe that patch 12 fits most closely with my vision of intra-queue
preemption.
