I guess there is some mis understanding. I ll pull out
USERLIMIT_FIRST/PRIORITY_FIRST checks first. So it ll be helpful to bring out
which all scenarios we will be covering when we configure USERLIMIT_FIRST or
PRIORITY_FIRST. And we could handle in other patch if needed post that
discussion.
