[~andrew.wang], unfortunately this is a blocker for 2.9.0 (and consequently
3.0.0 I guess) as we are planning to move the {{ReservationSystem}} feature to
GA mode.
[~yufeigu], can you work on this as we need someone with {{FairScheduler}}
expertise? I can help with reviews.
