One question about reservation-policy:
It is configurable in fair scheduler. This is no FS-specified one, and the
default value is {{CapacityOverTimePolicy}}, which is CS specified by reading
the code. I can make reservation work in YARN-4859 with the default setting.
Does that means {{CapacityOverTimePolicy}} works for FS as well?
