Instead of the patch 08 changes to updateService, I suggest changing
stopService to return BAD_REQUEST instead of NOT_FOUND. This has almost the
same effect on return codes as the patch 08 changes, but it does not remap OK
response codes to NO_CONTENT. I would also suggest that when stopService
succeeds, we should return OK instead of NO_CONTENT.
We can delay addressing the issue of multiple types of operations being
performed in PUT until YARN-7217.
