Updating patch based on some offline suggestions from [~kkaranasos]
* The placement constraint map is now a Map<Set<Allocation-Tags>,
PlacementsConstraint> which is more inline with what is mentioned in thedesign
doc.
* Added equals and hashcode to all sub classes of AbstractConstraint
