That is right - the mapreduce.tar.gz tarball is generated as part of Apache
Hadoop builds / releases, and should only have the client side stuff - no
server side stuff should be packaged there. Not sure who / when we broke this
or it was always this way - paging [~djp] / [~jlowe].
