[~templedf] I believe this should be about modifying
{{FairSchedulerConfiguration.getIncrementAllocation()}} to handle custom
resource types, right? I am uncertain about this because I would have expected
YARN-7556 to also touch {{FairSchedulerConfiguration.getMinimumAllocation()}}
and {{FairSchedulerConfiguration.getMaximumAllocation()}}, but maybe I'm
missing something.
