Ah.. Updated patch (v004) with the unstable annotation.
bq. but in my mind, a SchedulingRequest without PlacementConstraint should be
treated same as ResourceRequest with resourceName = *.
You mean SchedulingRequests without PlacementConstratints OR tags should be
treated the same as exiting * ResourceRequests. But agreed, lets decide that
later.
