I think I will commit this to a temporary YARN-7812 branch (forked from the
current YARN-6592). Once we merge YARN-6592 onto trunk, I will cherry-pick this
to trunk and close the temp YARN-7812 branch. Given that we have only a single
day for the merge vote to end, I don't think anything else from YARN-7812
umbrella will go in - in which case, we can avoid a merge vote (since we are
cherry-picking a single JIRA)
