YARN-1963 only honors app priorities under FIFO ordering policy, but most
production env uses FAIR. My concern was user might set their app priorities
with some random values, after adding this patch, that would change these jobs
scheduling to a different behavior. E.g low priority apps get starved. I know
this is only for scheduling request, but when user migrates their apps to
leverage scheduling requests, the priorities won't be rewritten.
