Forgot to mention the testing done.
Ran a two node cluster - each node running an RM, and used the CLI to
transition each to active/standby, getServiceState, checkHealth several (~100)
times for various versions of the patch put together. Verified the latest patch
on a pseudo-dist cluster with configs for both RMs pointing to the same RM.
