Good catch, [~Jim_Brennan], and thanks for the review! Yes, I should be 
checking for >= 0. For some reason, I was under the impression that < 0 meant 
unlimited, but the documentation clearly says " Any value less than or equal to 
zero will be considered as disabled."

Also, this reminds me that I need to update the docs to state that the value 
can be set at any level in the queue hierarchy and overridden for specific leaf 
queues.
