The priority change is because we all agreed this is a private API and that the
break in compatibility in private APIs is not unexpected.
We cannot arbitrarily support private APIs for indeterminate amounts of time in
YARN, but we are making a compromise here for the short term given multiple
projects are affected due to the private API change.
