We were considering both a startup flag and through yarn rmadmin. AFAIK, there
is no precedent for startup flag, but I like that idea better.
[~vinodkv] - I opened this JIRA per our discussion about YARN-2010. A startup
flag seems like a good way to go about this. Do you think it is reasonable?
