Ya, this would be offline. We were thinking of something similar to the {{hdfs
namenode -format}} command for formatting the NN. Something like {{yarn
resourcemanager -format}} that would wipe out whichever RM state store you had
configured (i.e. delete all znodes in ZKRMStateStore or delete all files in
FileSystemRMStateStore)
