If I understand the rationale of this JIRA correctly, it is really about
resetting the RM state store (clearing it entirely), not on a per-application
basis. If we want to do this while the RM is up, then the command line option
is more attractive. If we can afford to bring down the RM to do this, a startup
option is ... an option.
