Yes [~subru] I could see that change in YARN-2378. CS and Fair has now same
behavior across for getAppsInQueue api. As you mentioned, its now a use case
specific. As [~gp.leftnoteasy] mentioned, its better to split to make it more
flexible. We can discuss more if this needs to be taken up now.
